Karen K. Shore, PhD, founded Golden State Health Policy to advance the use of research to inform policy. A health services researcher with a passion for policy and a commitment to increasing the use of evidence in decision-making, Karen is eager to be your partner in research design and implementation, program evaluation, and policy development. She excels at translating research to inform policy, with an overall goal of improving health and health care.
With 25 years of experience in health policy and health services research, Karen has held a variety of leadership, program, and research positions in public- and private-sector organizations, including the Institute for Clinical and Economic Review (ICER), UC Davis Institute for Population Health Improvement (IPHI), Center for Health Improvement, American Institutes for Research (AIR), and Pacific Business Group on Health (PBGH). Her expertise includes project direction, study design, literature reviews, development of data collection materials, quantitative and qualitative data analysis, and recommending policies to improve program and organization effectiveness. She earned a PhD in health services and policy analysis from UC Berkeley. A Michigan native, she also has a master’s degree in health services administration and a bachelor’s degree in economics and psychology from the University of Michigan.
